OneShot not stealing 13% sometimes

Hey so last match I got the feeling my OneShots were’nt stealing 13% of my rivals and I saw it in the replay.
I have here an example in which i shot someone with more points than me and he shots me back.

• I Initially have 169 points and he has 219. Both with OneShot only.
• I shot him and I get to 193 so I stole 24 from him (10.95%).
• He gets to 194 losing 25 points and not 24. (Still not 13%).
• He shots me back and gets 24 points (194->218) getting 12.43% of my points.

This is due to the defense of the powers, this reduces the attack.
Brake has 16.5% defense and jump 7%
